In May, the CBRC issued a notice on supporting the commercial banks to further improve the financial services of small enterprises, which is called "silver ten". It covered the average growth rate and increment of loans for small and micro businesses, the access of financial services institutions, and the special financial debt of small and micro enterprises loans.

The supplemental notice further clarifies the conditions for commercial banks to issue special financial bonds for small micro enterprises.

According to the relevant sources of the CBRC, banks have applied for the issuance of special financial bonds for small and micro enterprise loans. Relevant departments are actively approving the first batch of financial bonds to be released.


The supplementary notice requires that commercial banks applying for issuing special financial bonds for small and micro enterprises loans should be in line with the regulations governing the issuance of financial bonds issued by the national interbank bond market. The growth rate of loans for small and micro enterprises should not be lower than the average growth rate of all loans, and the increment should be higher than that of the same period last year.

The enterprise that applies for issuing special financial bonds for small and micro enterprise loans shall issue a written undertaking to undertake all the funds raised from issuing the financial bonds to grant loans to small and micro enterprises.
