도시에서 더욱 아름다운 삶을 실현하려면 ‘ 물질 ’ 과 같이 시민의 기본 생활 수요에 의존하고, 더욱 ‘ 정신 ’ 에 의존하고, 사람들의 마음속에서 일종의 지방 감정, 귀속감, 공동사유, 공동으로 도시 진보를 촉진시켜야 한다.상하이 엑스포는 도시를 더욱 아름답게 하는 주제가 이것과 일치하고 있다.엑스포에 참여하는 이런 성사도 유엔이라는 대가족의 수익이 끝이 없다.

이에 앞서 전례 없는 세계 축제를 치렀는데, 나는 상하이, 국제 전람국, 중국 정부에 축하의 뜻을 표시하고, 글을 쓴 것에 대해 매우 영광스럽고 즐거웠습니다.

2010년 엑스포는 시의적절한 주제를 제시해 도시를 더욱 아름답게 만들었다.현재 세계에서 인구의 절반 이상이 도시에서 생활하고 있는 것으로 알려져 있으며, 우리는 생존하는 지구가 갈수록 도시화되고 있다.도시화의 가속화는 여러 가지 도전을 가져왔고, 많은 문제들에 대한 관심도 커지고 있다. 갈수록 많은 빈민굴의 출현, 기후 온난화로 인한 각종 위협과 심각한 수토유출 현상을 불러일으켰다.유엔의 프레임으로 도시 발전을 주관하는 부서로, 유엔 인거서는 1978년 설립된 초부터 전 세계 각지의 도시 주민을 개선하는 데 힘쓰고 있다.

유엔 인거서에서는 도시에서 더 나은 삶을 실현해야 하며, 시민의 기본 생활수요를 충족시키기 위해서는 물, 위생시설과 주택, 더 많은 것은 정신적으로 시민들을 충실하고 유쾌하게 하고, 특히 사회, 문화와 역사 등에 관한 분야다.우리가 보기에는 사람들의 마음속에 일종의 지방적 정결, 귀속감, 공통의 사고를 키우는 데 있어서, 그 중요성은 결코 기본적인 삶 조건에 뒤지지 않는다.

아름다운 도시는 목표의 일치성도 중요하다. 즉 현지 정부, 사영기업, 도시 주민들이 도시 발전의 가장 큰 어려움을 분명히 해야 한다.사람들은 도시의 주인으로 여기고, 그 성과를 자랑스럽게 여기고, 이 도시는 정말 지속적으로 발전할 수 있다.대중의 관심과 투입이 없다면 도시는 번영하지 않고 모든 내재적 잠재력을 불러일으키지 않고 사회 화합과 국민 참여, 경제 발전, 환경 이상적인 장소가 될 것이다.

2010년 엑스포의 주최 도시인 상하이, 그 자체는 빠르게 발전하는 중심 도시이다. 이것은 결코 우연적이지 않다.성장 속도를 놀라게 할 뿐 아니라 상해는 시민 공평과 기회 공유를 추진하기 위해'옳은 추진 '성진화, 어떻게 경제 성장 배척과 다른 모든 것을 박탈하는 기권 등에서도 모범을 보였다.

It is with dist please that I congratulate the City of Shanghai, the International Bureau of Exhibitions and the Government of China on this unique international gnong known as the World Expo.

　　The theme of Expo 2010 “Better City, Better Life” is particularly opportune. It is no secret, with over half the world’s population currently living in cities, that our world is an increasingly urbanised one. The advent of Homo urbanus brings many challenges that require our urgent attention, including the sustained growth of slums, the threats posed by climate change and the lack of security of tenure. As the lead agency for cities in the United Nations system, UN‐HABITAT has worked at improving the lives of urban dwellers around the world ever since its inception in 1978.

　　At UN‐HABITAT, we consider that the attainment of a better life in the city is dependent both on the fulfillment of the basic needs of its citizens, including access to water, sanitation and housing, and on the enjoyment of the more intangible aspects of urban living, particularly those related to its social, cultural and historical characteristics. Fostering a sense of place, a feeling of belonging and a shared collective vision is in our view as important as ensuring that basic services are accessible to all.

　　Building better cities also requires a partnership of purpose between those who understand what is most at stake in cities, including local government, the private sector and urban dwellers. Urban actors who feel ownership of their city, who take pride in its achievements are the bedrock of the sustainable city. Without the commitment of all concerned, the city cannot flourish and attain its full potential as a place for social interaction, citizen participation, economic development and environmental engagement.
